How to Search the Legislative Tracking System

The Legislative Tracking System provides you three primary ways to track petitions throughout the legislative process: by petition, by calendar item, or by plenary action. The following simple helps are meant to provide you further understanding of the three search options.

 


Tracking By Petition

I Know the Petition Number

Search By Petition Number. - The quickest way to find out about a Petition is if you already know the Petition Number. The Petition Number is a sequential number, from 40001 to 41603, that identifies each petition. The Petition Number makes up the core of the Petition Identification Code, which gives additional information about the petition.

I want to know who submitted petitions
Search Petitions By Submitter. - Search by the last name of the person who submitted a petition, and see all the petitions that person submitted. You can also see what petitions were submitted by church organizations (local churches, annual conferences, central conferences, general agencies or other organizations.)

Petitions submitted by church organizations are listed under the name of the organization and the name of the individual in the organization submitting the petition.

I want to know petitions that a specific legislative committee is considering

Search Petitions By Committee - Each petition is assigned to a Legislative Committee, whose job it is to discuss the petition, possibly amend it, and make a recommendation to the full Plenary. There are 11 Legislative Committees. Petitions are assigned to Legislative Committees based on the Plan of Organization.(Download a pdf of Legislative committee assignments.)

I want to see a list of all the petitions

Display All Petitions - This list displays each petition's number, title and its status. You click on an individual petition to see its details.

I want to know paragraphs of The Book of Discipline that are impacted

Search Petitions by Book of Discipline Paragraph Number - If a petition affects the Book of Discipline, the rules of General Conference require that it relate to only a single paragraph (or subsection of a paragraph). Here you can see which paragraphs in the Book of Discipline have petitions that add, delete, or change their meaning.

You can also see a list of petitions that add New Paragraphs to The Book of Discipline.

I want to know resolutions in The Book of Resolutions that are impacted

Search Petitions by Book of Resolutions Number - If a petition affects the Book of Resolutions,the rules of General Conference require that it relate to only one Resolution. Here you can see which Resolutions in the Book of Resolutions have petitions that add, delete or change their meaning

You can also see a list of petitions that add New Resolutions to the Book of Resolutions.

Tracking By Calendar Item

I Know The Calendar Item Number

Search Calendar Items By Number - The fastest way to find a Calendar Item is if you already know its number. Calendar Item numbers are assigned when the Legislative Committee is ready to report its recommendation to the Plenary.

See Calendar Items Coming From Each Legislative Committee - The recommendations of each Legislative Committee are reported to the Plenary as Calendar Items. Here you see the Calendar Items coming from each Legislative Committee.

I want to see all the Calendar Items

Display All Calendar Items - This list displays the calendar number, title and the calendar's status.

Tracking By Plenary Action

I Want To Know What Action The Plenary Took …

On Calendar Items - Here you can see which Calendar Items the Plenary voted to concur with the Legislative Committee’s recommendation or which Calendar Items the Plenary voted NOT to concur with the Legislative Committee.

Related To A Particular Petition - Here is a list of petitions that received a vote of concurrence from a Legislative Committee AND were in a Calendar Item that received a vote ofconcurrence from the Plenary. In addition, if a Legislative Committee recommends non-concurrence and the Plenary votes non-concurrence with that recommendation, the originalPetition is supported by the Plenary.

Use this list carefully! The meaning of a petition can be changed by amendment, either in Legislative Committee or by the Plenary. Just because a petition is listed here does not mean that it’s original intent is still intact. Please click on the petition name or number to see any amendments.
