Memorandum Number 1411
SUBJECT TO FINAL EDITING
IN RE: Review of a Bishop’s Ruling on a Question of Law in the Upper New York Annual Conference Regarding Whether the Adopted Resolution, “A Call for Structural Change,” Attempts to Negate, Ignore or Violate The Book of Discipline
Reiterating and specifying that which was set forth in this Council’s Memorandum 1381, within thirty [30] days of the date of this Memorandum, the Secretary of the Upper New York Annual Conference is directed to provide to the Secretary of the Judicial Council the following official records:
the official Minutes contained in the Daily Proceedings of the 2019 Upper New York Annual Conference Journal;
the section of the Journal that contains the official record of the Resolutions that were adopted during the 2019 Annual Conference session;
the Secretary’s certification of the Minutes and official record contained in the 2019 Annual Conference Journal (Certificate of Conference Proceedings);
the section of the Journal that contains any requests for decisions of law, the Bishop’s rulings on said requests, and any other decisions of law made by the Bishop.

Deferred to the next interim session of the Judicial Council, with instructions for the Upper New York Annual Conference Secretary to submit to the Secretary of the Judicial Council, within thirty [30] days of the date of this Memorandum, the official records of the 2019 Upper New York Annual Conference, including those specified in this Memorandum.
