The Judicial Council does not have jurisdiction to review this decision. Par. 2613 clearly states that the Judicial Council shall review "decisions of law made by bishops. . .." The question asked of Bishop Charlene P. Kammerer was a question of parliamentary procedure, not a question of law (Decision 799). There is no provision in the Discipline that authorizes the Judicial Council to assume jurisdiction to consider any parliamentary ruling.
