Petition from the East Ohio Annual Conference for a Declaratory Decision on a Proposed Restructure Plan.

The Judicial Council does not have jurisdiction. Par. 2615 of the 1988 Discipline gives an Annual Conference the right to request a declaratory decision as to "constitutionality . . . of any act or legislation of a General Conference." The request from the East Ohio Annual Conference asks the Judicial Council to rule on a preliminary report of that Annual Conference, not an act of the General Conference. The Judicial Council may not hear this request because it does not have authority to render decisions on proposed actions of an Annual Conference. See Decision No. 617.
